(b) (1) (b) (3) SUBJECT': Reporting of Chinese Nuclear Test on 16 October 1964 This same statement was immediately furnished to Mr. Elder and was furnished to JAEIC members as they started to arrive at about 1145. The JABIC members immediately relayed this unclassified statement to their offices, and the undersigned attempted to contact staff members of the Joint Congressional Committee on Atomic-Energy and the Senate Preparedness Investigating Subcommittee at a few minutes before 1200.
