SECRET 36 CURRENT INTELLIGENCE WEEKLY SUMMARY NUCLEAR TEST BAN TALKS The USSR's initial re- sponse to the Western proposals at the nuclear test ban confer- ence suggests that Moscow is still undecided as to its future course of action. After having previously indicated that a re- ply would be forthcoming after the Easter recess, chief Soviet delegate Tsarapkin on 4 April limited his remarks to accept- ance "in principle" of those Western concessions that accept- ed previous Soviet positions....
