CHAPMAN Associate Counsel to the President Re: Appointment of a Foreign National to the National Voluntary Service Advisory Counsel This responds to your memorandum of April 19, 1974, inquiring whether any legal problems would be raised by the appointment of an Iranian national, who is currently serving as a Political Counselor to the Iranian Ambassador, to the above-entitled Advisory Council. In our view there is no statutory barrier to such an appointment.
