Approved For ReleasV2002/10/22: CIA-RDP80B01676R000100~130018- August 30, 1965 The President has asked me in the enclosed letter to establish procedures to ensure that no governmental sponsorship of foreign area research will adversely affect United States foreign relations. Within the Department of State I have asked Thomas L. Hughes, Director of the Bureau of Intelligence and Research, to communicate with those agencies with social science contract research programs relating to foreign areas.
