COMMERCIAL CUSTOMS OPERATIONS ADVISORY COMMITTEE Bylaws ARTICLE I AUTHORITY The Trade Facilitation and Trade Enforcement Act of 2015 (TFTEA) established the Commercial Customs Operations Advisory Committee (COAC). It replaced the Advisory Committee on Commercial Operations to the U.S. Customs and Border Protection.
