At that time it concerned the dissemination of the Trace Metal Detection Technique to Law Enforcement Officials. On 10 June 1970, the Director of Security forwarded a memoran- dum to the Director of Central Intelligence recommending that LEAA be utilized as the appropriate dissemination agency to expand demonstrations of the aforementioned techniques to law enforcement officials...
