Each of these Communist actions is listed under the specific Article of the 27 Jan- uary Agreement with whose provision it is in direct or presumptive conflict. Each is listed and de- scribed only once, under the lowest-numbered Article of the Agreement where the violation fits. For example, Communist infiltration and logistic move- ments through Laos into South Vietnam are listed under Article 7, which forbids the introduction of new troops and military equipment -- except "piece- for-piece" replacement of equipment -- into South Vietnam...
