The reference security tasking to establish new emanations security standards for domestic processing of classified information has been received at a time when the policy and implementation for domestic countermeasures are being fervently debated at the national level. The community has, in fact, just accepted a new standard (NACSIM 5107) which would appear on the surface to meet the reference tasking but use of this new standard is likely to have a severe and negative impact on overall Agency goals...
